Press release: Opening of disciplinary procedure on the basis of the biological passport

    22.01.2013

The UCI announces that it has asked the RLVB (Belgian National Cycling Federation) to instigate a disciplinary procedure against the Belgian rider Leif Hoste for an apparent violation of the anti-doping rules, on the basis of information provided by the blood profile in his biological passport.

Mr Hoste shall be accorded the right to the presumption of innocence until a final decision has been made on this matter. In accordance with the World Anti-Doping Code and the UCI Anti-Doping Rules, the UCI is unable to provide any additional information at this time.

Probably just trying to flip with Katusha so it will be dodgy values from 2011 only.

    :D

Small fish once again caught by the bio-passport.

Well, he was a medium-sized one-day fish at one time. Not part of nu cycling though. ;D

In default of any details at the moment, I actually think the bio-passport did work this time. Hoste's drop-off in terms of results coincides rather neatly with the bio-passport era and he did nothing at all since coming back from his De Panne crash. I wonder if, given the incubation time for these cases, he tried to dope himself back to form after that and Katusha got a "Barredo letter" from the UCI.

He was suffering from back injury for years, what is another important factor which let to his lack of results as well. Still, what you are saying is a possibility, but it's not that easy to draw a conclusion

Fair enough. I wasn't aware of the back injury - I know that's the reason he gave for quitting but apart from that, it's hard to believe that many teams were interested in him for 2013 with his last couple of seasons. So I had suspected a lack of interest.

We need more info obviously, so I am merely freeform speculating here based on past bio-pass cases.  :D

I did read this in Het Nieuwsblad two or three days ago but did not really understand (and I still don't) what it's about - to whom does he have to pay 300000 Euro (in case he is guilty)? Accent Jobs? Katusha? UCI? Belgian Federation?...

Hearing postponed until November 7th because the UCI announced on the day that it wished to submit evidence. Hoste's lawyers were disappointed because they had "our defence prepared for a long time already". Deadline for UCI evidence is now August and response from Hoste's side October. Hearing in November.  :rolleye

    seriously?

so ... they suspend him in January - but he doesnt even get a hearing until November.

    Surely that isnt justice.

I am all for people having a temp suspension if they test positive, until a hearing can be convened.  But this was not a positive test, and to force him out for an entire season without even hearing any evidence against him is just wrong.

Leif Hoste accepts sanction and monstrous fine: €150k.

"Ik heb nooit positief getest! Dit is een heel frustrerende, absurde zaak die zich in een grijze zone afspeelt. Samen met mijn raadsman had ik een zeer degelijk gestaafd dossier samengesteld. Die argumentie zou moeten volstaan, maar constant loop ik in deze zaak met mijn hoofd tegen de muur."

I never tested positive. It's a whole frustrating and absurd case which is happening in a grey zone. Along with my advisor I've gathered a properly substantiated file. The  arguments should be sufficient but in this case I'm constantly running with the head against the wall.
