maybe, yeah, even guys like Zubeldia and Monfort have won races somewhere, some time. Benoot won a small 2.2 race only, but it's probably just a matter of time for him.

#ag2r Hubert Dupont & #jumbo Maarten Wynants seem to be winless as well, from the more famous riders - and in their case it's probably unlikely to ever change.

What race? I only see a U23 and some junior wins on CQ, PCS and Wiki.

Jesus Hernandez is without a win and it will likely remain that way. Gifted as a climber, not as much else though.

or doesn't that count as a "UCI level race", as it's U23?

It most definitely counts as a UCI race. .2U races gave the exact same points as .2 races in 2013 (they don't anymore), and are part of their relevant Continental Tours, so for all intents and purposes they are UCI races.

I think the spirit of the OP has to be about riders who haven't won as seniors, otherwise we'd have to include lots of youngsters who have yet to score but who probably will soon enough. That makes it harder :D

Yup, right up there. I have done some completely pointless analysis (the best kind) and I can offer you Pieter Serry, Thomas Sprengers, Huub Duijn and Mikael Cherel. These are riders who have no wins on CQ, unlike Benoot.

Some surprising of the names in this list. Serry and Cherel, especially. While not expecting them to be prolific, would've thought that they'd be able to pick up some win given their efforts in the bigger races. Never heard of Duijn  and Sprengers before this.

Does Hubert fail the Dupont analysis?

I went on current CQ ranking as my measure of 'best rider'. Hubert's not in the same league as the names above. Also shocked at how low Wynant's current ranking is (624th).

Duijn is known as Huub Duyn on CQRanking, and both Duyn Huub and Huub Duijn on PCS, so not the easiest rider to keep track of.

But you can forget him anyway as he as his wikipedia page shows a few wins.

Not an active rider anymore, but Charly Wegelius surely has to be mentioned.
Granted, he's been part of three TTT wins - but he never stood on the top step of the podium on his own.
