I guess as a former doper he won't be allowed to compete under the neutral flag or as "OAR". And even if he is able to become a Cypriot citizen before the Olympics: they didn't qualify anyway.
Yeah, but, you know, he's too busy riding bikes to consider all this? :shh

To have any chance of competing under a different flag, he'd have had to 'do an Olga'[1] and change nationality at least at the beginning of 2019, in order to score enough points to qualify.
This is a re-run of the "Rebellin becoming Argentinian" in 2004 story - that didn't actually happen either.

Ironically, *ru -> *uz Olga Zabelinskaya, who did the nationality switch early enough, failed to qualify for the Olympics too.  :lol
