it may change, I guess, if the situation improves a lot, but I don't see it as stupid. For most athletes (almost all, apart from the cyclists) it's the highlight of the season, or even their career, and giving them enough time to adjust their schedule and preparation accordingly is way better than telling them a month in advance. Lifting restrictions on short term notice is easier than enforcing them.

You also need to keep in mind that the Olympics attract (mainly?) non-professional athletes from around the world, partly facing very different circumstances in terms of potential vaccination. And so far we don't even know if it stops people from being infectious.
