So there seem to be some kind of rules
You have to send in your roster containing a certain number of riders 72 hours before the start of the race at the latest. For races that #sky do, this is normally a maximum of 8 and a minimum of 6. You could just file the minimum 6 - but then you'd have to bring all those six riders to the race, even if it's only pro-forma like in search's anecdote, to be allowed to participate, no matter what condition the rider is in.

Sending in a roster of 8 'allows' them to have two riders be on the startlist as 'reserves', in case one of the 6 riders that are supposed to start gets sick or whatever, replacing him even in the last three days.

This is a very "Sky" way of doing things: It's not technically against the rules as they are written, but it is most definitely against the spirit of the rules.
