We have a remaining budget that averages out at just short of 210 points/rider (allowing for the last rider being a freebie); so far we have been spending at a rate of 308/rider.

As I understand it, a rider on team at the behest of a sponsor - the most obvious examples would be on account on their nationality but it could be other reasons.

I would read it as someone whose signing was at least eased by some factor pleasing to the sponsor: probably nationality, but possibly a well known interest in laminate flooring, or a name shared by an actor in a drama broadcast by a certain UK satellite TV channel...

Name a Spaniard at Movistar, a Belgian at Lotto Soudal, a Brit at Sky etc etc and you'll probably get away with it.

#11 Who? "Someone you have never hard of before or more likely you might have head of but couldn't tell us about." Very difficult to be aware that someone you have never heard of is likely to have a good year.  But I looked through new signings at ProConti teams, and spotted Bardiani recruit CARBONI Giovanni (28 points) who had reaped over a hundred points the previous year without breaking into my personal awareness: I guess I didn't watch Tour of Turkey very assiduously in 2016, and 'enjoyed' the theme music without watching the Tour of Azerbaijan.

One can only hope that, in the custom of Sandy Marry, David Stream, Dan Brown and Michael Snow, he will come to be known to us as John Coals.

#12  The Baroudeur/Mr Breakaway  By definition, riders who take on the role of sacrificial lambs don't often get great finishes, so it is going to be a low stake punt: SMUKULIS Gatis

We're approaching the halfway mark and it's time for more maths!  So far the average spend per rider is 296 points. There's 4140 points left in the kitty and 18 categories left to spend them on (allowing for the 19th nil points) = 230/rider. Veto tally is at ZERO  :o

Theo Bos? No idea if he plans to join the new BEAT continental team after the Track World Championships though

edit: according to cqranking he does

Still think track will be the main focus for him.

Not that we're trying to put you off picking him Jim. :-x :P

Another two zero pointers I can see are Parra and Burton. Spookily enough, just like Bos, neither have competed in a UCI race since 2015.

#22   The Sponsors Pick ??????????.......I dont understand
    I'll give you some examples:
*pl Tomasz Marczynski is at #lotto because co-sponsor Soudal is big on the Polish market.
*tw Sergio Tu got a ride with #dsu for 2018 because the bike sponsor Giant is from Taiwan (and because he raced in Denmark where several of the team staff come from).
*jp Yukiya Arashiro, *tw Feng Chun-Kai & *cn Wang Meiyin are with #bahrain because Merida wanted some Asians.
*ca Hugo Houle was hired by #astana for 2018 because their bike sponsor Argon 18 is Canadian.
Probably all the Italians on #androni are linked to one or several of the five trillion minor sponsors that Savio has.
*ch Tom Bohli, Kilian Frankiny & Danilo Wyss probably wouldn't be at #bmc if they weren't Swiss and therefore from the same country as team sugardaddy Andy Rihs.
The *es Spaniards at #cofidis are on that team because they're from Spain, a key market for Cofidis.
The presence of *co Betancur, *ec Carapaz or *ar Sepulveda at #movistar is at least partly explainable by the fact that Latin America is a huge market for Movistar.
*cz Stybar & Vakoc might not be at #quickstep if the team wasn't bankrolled by a Czech billionaire.
*za Dougall, Gibbons, J. Janse van Rensburg, Thomson, van Zyl, Venter, Dlamini, *er Debesay & Gebreigzabhier would have a hard time getting a WT at another team than #didata.
*se Kim Magnusson is from Sweden - the same country as new #efd title sponsor & team owner EF Education First and kit manufacturer POC.
*de Mathis, Politt, R. Zabel, even Tony Martin & Marcel Kittel were interesting for #katusha mostly because there is a German co-sponsor, Alpecin.
*it Enrico Battaglin got onto #jumbo in part because the bike sponsor Bianchi is Italian.
At #novonordisk you only get a contract if you're a diabetic; and most of the team's riders wouldn't have gotten a contract anywhere else.
*it Moscon, Puccio, Rosa & Leonardo Basso are at #sky because the team is partly funded by Sky Italia who therefore demand that the team has a few Italian riders.
The same is (partly) true for *it Alafaci, Felline, Nizzolo, Brambilla & Conci at #trek - here it's Segafredo who want Italians.
*ma Anass Ait el Abdia & *ae Yousif Mirza Banihammad wouldn't have been hired by #uae if they weren't from Arab countries.

There will be more examples. But you can safely pick any of those I named (and who haven't been picked already).
