I'm a bit surprised race organiser still allow the teams to decide when the riders go. I'd have thought by now they would have got to the point of saying that the rider with the race number that finishes with a 1 is the last off from the team, 2 the penultimate rider from the team etc.
That is indeed the usual practice.
Normally, if a rider wants to ride the prologue/opening ITT as the first from his team, he'll have to take the highest number, and the rider with the 1 starts last - it's done that way in Sibiu.

The only reason not to do it the same way at the Giro is that not all team leaders would wear the number finishing with 1.
Which they don't in the first place if a team has two co-leaders, or a climber and a sprinter ... :S
