There's supposed to be live coverage for all stages in China this time, but I haven't seen any information about a European broadcaster (in the US it's live on Flobikes) picking it up yet.

all stages are streamed live by Velon (not available in the USA, Canada and Singapore):
  • 17/10: Stage 1, Beihai - Beihai, 135.6km, flat circuit: 0700 - 0845
  • 18/10: Stage 2, Beihai - Qinzhou, 152.3km, flat: 0700 - 0845
  • 19/10: Stage 3, Nanning - Nanning, 143km, hilly circuit: 0700 - 0845
  • 20/10": Stage 4, Nanning - Nongla Scenic Area, 161.4km, mountain top finish: 0700 - 0845
  • 21/10: Stage 5, Liuzhou - Guilin, 212.2km, hilly stage: 0800 - 0950
  • 22/10: Stage 6, Guilin - Guilin, 168.3km, hilly stage: 0700 - 0845
It says "all times Central European Time", but I guess they mean CEST. Estimated finish time is around ~8:40 CEST (7.40 in the UK) for most days at least.

Additionally, the following channels have broadcasting rights:
  • Action 24 Greece
  • Cyta Cyprus
  • Dubai Sports TV
  • ELTA Taipai
  • Flo Sports/Bikes USA & Canada
  • Fox Sports ASIA (ESPN)
  • L'Equipe France & DOM TOM
  • TV2 Denmark
  • TVB Hong Kong
I can't find anything about that on l'Équipe's website though
