For sure Dempster might be busy with other things a lot of the time, but there is also Verbrugghe and Carlstrom to add into the mix. They'll need a lot of races to keep them all busy.
It's a lot of people, that's true - but it may well be (in fact, it's near-guaranteed) that some of them are 'part-time' DSs. After all, it is a job with a lot of long hours and very much travelling, taking you away from home for over 50% of the year if you're doing it full-time at WT level.
