no it's not, la Flamme Rouge has profiles for (almost?) all World Championships:

So in 1968 they were using a circuit over the Tre Monti climb (like also in the Giro 2015, for example), this year it's a larger one, going over two different climbs. Just the first and final couple of kilometers are the same.
